SEOUL, South Korea – At least 146 people were killed and 150 others injured in a stampede during Halloween festivities in Seoul, officials said of one of South Korea’s biggest disasters likely to raise serious questions about public safety standards.

The huge death toll is tallying after people were crushed by a large crowd that pushed forward into a narrow alley in Seoul’s Itaewon neighborhoods, a major entertainment and nightlife area in the capital.

Choi Seong-beom, chief of the Seoul fire department in Yongsan, said the death toll could rise and an unspecified number of those injured were in critical condition after the stampede in Itaewon on Saturday night.

He said the bodies were sent to hospitals or a gym where relatives could identify them. He previously said that most of the dead and injured are in their 20s.

The Itaewon fire station official said in an earlier televised briefing that 21 people had gone into cardiac arrest.

More than 1,700 emergency services from across the country were deployed, including about 520 firefighters and 1,100 police officers and 70 government employees. The National Fire Agency said in a statement that all available emergency personnel in Seoul have been mobilized.

An estimated 100,000 people gathered in Itaewon — near a former US military headquarters in an area known for trendy bars, clubs and restaurants — for the country’s largest outdoor Halloween festivities since the start of the pandemic. The South Korean government has eased COVID-19 restrictions in recent months.

One survivor said many people fell and fell toward each other “like dominoes” after being pushed by other people in a narrow alleyway near Itaewon’s Hamilton Hotel. The survivor, nicknamed Kim, told some people “Help me!” shouted. and others were short of breath. According to the Hankyoreh newspaper of Seoul, Kim described being trampled by other people for about an hour and a half before being rescued.

Another survivor, named Lee Chang-kyu, said he saw about five to six men pushing others before one or two started falling one by one at the start of the stampede, according to the paper.

Video posted to social media earlier in the evening shows members of a packed crowd slowly moving shoulder-to-shoulder down the street in the same area where the stampede is believed to have taken place.

Other videos of the thronged crowd show people screaming and screaming and emergency medical personnel carrying victims through a strewn street that had been cleared of crowds, and another shows someone trying to escape the stampede by climbing a wall.

The stampede is the biggest disaster since 304 people, mostly high school students, died in a ferry that sank in April 2014. The sinking revealed lax safety and regulatory deficiencies, as it was attributed in part to excessive and poorly secured cargo and a crew poorly trained for emergencies. Friday’s stampede is likely to spark public criticism of government officials over what they’ve done to improve public safety standards since the ferry disaster.

TV footage and photos showed ambulance vehicles lined up in the streets amid a heavy police presence and first responders transporting the injured on stretchers. Rescuers and pedestrians were also seen performing CPR on people lying in the street. In one section, paramedics were seen checking the status of a dozen or more people lying motionless under blue blankets.

In an interview with news channel YTN, Hwang Min-hyeok, one of the visitors to Itaewon, said it was shocking to see rows of bodies in the alley near the Hamilton Hotel. He said rescuers were initially overwhelmed, making it difficult for pedestrians to administer CPR to the injured lying in the street. People were crying next to bodies, he said.

Another survivor in his 20s said he avoided being trampled when he luckily entered a bar whose door was open in the alley, Yonhap news agency reported. A woman in her 20s, nicknamed Park, told Yonhap that she and others were standing by the side of the alley, while others were trapped in the middle.

Police, who restricted traffic in nearby areas to speed up transport of the injured to hospitals in the city, also confirmed that dozens of people were being resuscitated on the streets of Itaewon. The Seoul Metropolitan Government has sent emergency text messages urging people in the area to return home quickly.

Some local media previously reported that the crush happened after a large number of people rushed to an Itaewon bar after hearing about an unidentified celebrity there.

South Korean President Yoon Suk Yeol ordered Prime Minister Han Duk-soo to oversee the accident management headquarters and speed up the process of identifying the victims, especially in the interest of the families waiting for their relatives, Kim said. Eun-hye, senior secretary for public communications.

He also ordered the Ministry of Health to quickly deploy medical aid teams and secure beds at a nearby hospital to treat the injured.

A spokesman for his office said earlier Sunday local time that the president was chairing an emergency meeting at the presidential office’s crisis management center.

British Prime Minister Rishi Sunak tweeted his support for Seoul in the wake of the event.

“Awful news from Seoul tonight”, the new prime minister wrote. “All our thoughts are with those currently responding and with all South Koreans at this very disturbing time.”
