WASHINGTON — President Joe Biden announced modest steps on Wednesday to tackle climate change after his legislative agenda to combat the crisis suffered a setback in Congress.

The actions come because it seems unlikely that lawmakers will do anything about climate change.

sen. Joe Manchin, DW. Va., last week rejected Democrats’ plan to fight climate change and raise taxes on the wealthiest Americans and corporations through a pending domestic policy package. Biden needs the support of all 50 Democratic senators to use a legislative maneuver that will prevent Republicans from blocking the package.

The last

  • Announcement stop: Biden announced his new executive moves on a visit to a former coal-fired power plant in Somerset, Massachusetts, which will become a production hub for cables supporting the state’s offshore wind industry.
  • Fighting the heat: Biden’s plan included $2.3 billion for a program to help communities cope with heat waves, floods, wildfires and other extreme weather events. The program prioritizes serving historically disadvantaged communities.
  • Energy bills: Biden is also expanding the Low Income Home Energy Assistance Program to give states more options to spend federal funds to keep low-income people cool. Native and Asian Americans, who are disproportionately close to sources of pollution, or lack the resources to protect themselves and access health care, according to a 2021 study.
  • Wind energy: In the latest step the government has taken to expand offshore wind power, the Interior Ministry is proposing areas in the Gulf of Mexico for wind turbines. Biden also wants the department to continue developing wind power off the coasts of Florida, Georgia, South Carolina and North Carolina.
