According to the origin of What If…? Margaret Elizabeth Carter, also known as Peggy Carter, is an agent of Strategic Scientific Research during World War II. When Steve Rogers was the original candidate to do the Rebirth project, he was injured by a Hydra Spy. Carter volunteered to do the Rebirth project as a replacement for Steve Rogers. Then Peggy Carter became the first successful super soldier. Then she went to war against Hydra as Captain Carter. Many battles had happened between them and finally Red Skull has summoned his champion of Hydra. Captain Carter sacrificed himself to stop Champion of Hydra and went to Tesseract’s wormhole. As she went through that wormhole, she came out seventy years, and now a woman of the time came to join the SHIELD, but mourn the loss of Rogers. In the latest episode of What If? Captain Carter was chosen to save the Multiverse from Ultron. After saving the Multiverse when she returned to his universe, Natasha Romanoff informed her that they had found Hydra Stomper and that there was a man in it. Because we didn’t see any of Captain Carter’s origins in Doctor Strange in the Multiverse of Madness, as it was just a cameo. But we can hear that she was the first Avenger of Earth-838.
