California Democratic Governor Gavin Newsom signed a gun control bill Friday that allows citizens to sue anyone who produces, sells, transports or distributes illegal “assault weapons and ghost weapons.”

The measure was drafted in response to last year’s Texas abortion ban, which bans the procedure once a heartbeat is detected and allows private citizens to sue doctors, drivers or anyone else who helps a woman have an abortion for $10,000.

The California gun law would award $10,000 in damages per gun to citizens who sue. Citizens can also get the same amount if they file a lawsuit against someone who illegally sells firearms to people under the age of 21.

The bill was introduced after Newsom ordered state lawmakers in December to draft a gun control measure modeled on Texas’s abortion law, SB 8. The governor called for legislation just days after the Supreme Court ruled that Texas’s heartbeat law is in effect. was able to stay after a legal challenge.

“Our message to the criminals who distribute illegal weapons in California is simple: You have no safe harbor here in the Golden State,” Newsom said in a press release Friday. “As the Supreme Court rolls back reasonable gun safety measures, California continues to add new ways to protect the lives of our children. California will use every means to save lives, especially in light of an increasingly extreme Supreme Court.”

The bill was signed at Santa Monica College, the site of a 2013 shooting in which the gunman killed five people with an unserialized AR-15 rifle built with legally purchased parts. The weapon would be restricted under the new law.

The law is expected to lead to lawsuits.

“Clearly this is retaliation against lawful gun owners and the court for the Texas decision. There is a full expectation that the firearms industry will have a very strong response to the signing of this bill,” said Sam Paredes, executive director of Gun Owners of California, according to the Los Angeles Times. “They’re really, really just trying to be vindictive against legal people in the firearms industry. All of our lawyers are evaluating what we’re going to do with this case.”
