Robert Adams was in a parking lot in San Bernardino, California, on Saturday when a sedan with tinted windows rolled up. According to surveillance footage, two police officers came out suddenly, with guns drawn and eventually aimed at Adams.

San Bernardino Police Chief Darren Goodman said in a video statement Tuesday that the surveillance video “does not provide critical details or context” about the shooting. The officers are not on leave, a police spokesman told The Guardian newspaper.

“We ask the public and the media to allow us to complete our investigation and obtain all available facts before expressing an opinion,” Goodman said.

Just after 8 p.m. on Saturday, two uniformed officers in an unmarked car patrolled a parking lot after receiving “information from a civilian informant that a black male adult armed with a gun was present,” Goodman said.

When officers arrived, police saw two men, Goodman said. One of them, dressed in a white shirt and later identified as Adams, “clearly showed a gun in his waistband,” Goodman said, highlighting a portion of the video in which Adams appears to pull an object and take several steps toward the unmarked car. before the cops show up. Goodman said Adams pulled a gun.

At that point, officers got out of the car and gave Adams “oral orders,” Goodman said. The surveillance video, which contains no audio, shows officers suddenly emerging from the vehicle with their guns drawn, after which Adams turns and runs toward several parked cars.

As Adams ran, an officer shot him, according to Goodman. Surveillance footage shows the officer firing within 25 seconds of entering the parking lot. Adams falls behind the parked cars near a wall. Goodman said officers believed Adams “intended to use the vehicle as cover to shoot at them.”

The department has released about 10 seconds of body camera footage belonging to the officer who shot Adams. That video, initially without sound, shows the officer exiting the driver’s side of the vehicle and running towards Adams with a gun pointed at him. He then shoots at Adams multiple times as Adams runs away. When Adams falls on his back, the sound comes on and you can hear the officers yelling.

Police have released part of the body-camera footage showing an officer appearing to be administering Adams first aid. The department said Adams later died in a hospital.

On Wednesday, Adams’ lawyers disputed the police statement, saying the shooting was unjustified. Bradley Gage, a lawyer representing Adams’ family, said the unmarked police car rolled into the parking lot as if it were about to perform a drive-by shooting.

In addition, the lawyers said, the officers had not warned sufficiently and Adams should not have been shot.

Adams had been an honorary student and had ambitions to attend business school, Gage said. “Rob was a son,” he said. “Rob had a family.”

King, Adams’ mother, said her son was in the parking lot with his friend, who had just gotten a new car. “They were so excited that his friend got his car, and we talked about that on the phone,” King said.

Suddenly, she said, she heard gunshots.
